I added the extension eml into the list of text_plain_extensions and Everything was restarted.
If I search for simple strings which are in eml files inside of the configured content index folders noting is found.
[Edit]
I found that I can add the extension *.eml to the "Include only files" list and it works fine.
Solved: Added text_plain_extensions doesn't work for content search

Thanks for the bug report.
I will add eml to the text_plain_extensions list by default.
-without the *. in include only, Everything will look for files literally and exactly named: eml
