Diacritics ON but...

So I have diacritics ON. I enter 'note' in search box. I get all the files and folders that have 'note' somewhere in the name (NOTEpad.exe, 06 Blue NOTE Interlude.mp3, StickyNOTE etc). Since the DIACRITICS are ON shouldn't it show only files and folders STARTING with 'note'? If I turn diacritics now OFF from menu then nothing changes - it has no effect.
