New tab treeview horizontal scroll bar inherited position cause over scrolled, shows nothing

If the previous tab treeview hscroll scrolled a lot, the new tab will scrolled a lot too when created, which cause over scrolled

Everything 1.5.0.1384a will now store the max folder sidebar width for each tab.
(instead of per window)
