Option-HTTP server-Enable logging has set
the HTTP_Server_Log-1.5a.txt file is empty, it has record nothing.
I'm using 1329a

Please make sure "Store settings and data in %APPDATA%\Everything" is enabled:
Please make sure Everything has write access to the Logs folder in the same location as your Everything.exe.
Does the issue persist?
- In Everything, from the Tools menu, click Options.
- Click the General tab on the left.
- Check Store settings and data in %APPDATA%\Everything.
- Click OK.

And I just found the Logs had been written after I closed Everything.exe, does it work like this?

Yes, there's a small internal buffer (64k)
